Job Description
The approximately 345 employees of theIowa Department of Agriculture and Land Stewardship(IDALS)Iowa Department of Agriculture and Land Stewardship (IDALS) are responsible for a wide range of programs that affect the quality of life of every Iowan. Both Iowans living on the farm and those in our towns and cities are impacted almost daily by the work of the Department.
TheMeat & Poultry Inspection Bureauis recruiting for a full-time Veterinarian Supervisor for the Northeast Iowa region. The successful candidate will conduct inspection verification activities in official establishments based on the establishment's requested or scheduled official slaughter and/or processing for the day and/or week. (Required: Current Iowa Veterinarian License and valid driver’s license.)

This position supervises the inspectors, including evaluation of job performance and accomplishment of assigned responsibilities for Northeast Iowa. Responds to questions and requests for assistance from inspectors on slaughter and processing inspection, sampling, labeling, and other inspection-related issues as they arise. Manages inspector assignments and scheduling to ensure coverage of all facilities and a uniform workload.
Duties:
Holds training and informational meetings with inspectors on a quarterly basis and as needed in order to:
Review current Federal Directives and Notices issued.
Review establishment’s implementation of Food Safety System requirements
Review any changes in State policy regarding inspection from the Des Moines office.
Review PHIS data.
Discuss in-plant problems relating to inspection.
Aids the inspector in securing compliance from plant management regarding all facets of inspection, including necessary facility updates and compliance with HACCP, Sanitation, Slaughter, Processing, and Labeling regulations. Mediates conflicts between plant management and inspection staff, and responds to appeals of Noncompliance Records.
Plans visits to assigned plants, with or without inspectors.
Visits official plants at least once every six weeks and reviews records, existing conditions, steps taken to correct existing deficiencies, and any other areas of concern.
Conducts a system audit of each official plant on an annual basis.
Performs Risk-Based Inspections (RBIs) of all assigned custom plants annually, or following two Critical-finding RBIs by the inspector
When assigned by the Bureau Chief, conducts Statewide Verification Reviews in assigned custom plants as set forth in the State Performance Plan.
Surveys and reviews plants for ownership changes and license changes; on request of interested parties reviews proposed facilities and floorplans for suitability as a meat or poultry establishment.
Makes reports to the State Office regarding existing conditions in each assigned plant, and what steps have been taken to correct existing deficiencies. The Bureau Chief is informed as to the performance and activity of each inspector. Provides accurate weekly and monthly reports such as the state vehicle report, expense voucher, T-28, itinerary, time sheet, leave slip and such other reports as are requested by the Bureau Chief.
Maintains plant and inspector records and files in home office. These file records are current, accurate, and orderly.
Has the responsibility to make final disposition of diseased carcasses and adulterated product, including sampling for microbiological and residue testing as indicated.
Maintains the highest standards of personal conduct and integrity and strictly adheres to the Regulations and Departmental work rules. Exhibits a professional personal appearance and maintains assigned state property in an acceptable condition.
Performs other duties as assigned by the Bureau Chief, including but not limited to assisting in foreign animal disease response.

Minimum Qualification Requirements
Graduation from an accredited college or university with a Doctor of Veterinary Medicine degree and one year of full-time experience as a practicing, licensed veterinarian.
