The Iowa Department of Natural Resources is looking for someone to join its Construction Engineering team. This position will act as the Southwest Iowa District Engineer, covering 17 counties in SW Iowa. As the District Engineer, this position will perform lead engineering work, providing technical advice and assistance in the planning, managing and coordinating of construction, repair, and preventative maintenance for all Department facilities within the district. This position will manage a wide variety of construction projects, ranging from minor culvert replacements to complete campground reconstructions, which include water, wastewater, electrical, and pavement infrastructure replacement. In addition, this position will work closely with industry-leading biologists to design and construct facilities that benefit the environment, whether it be to stabilize the landscape, improve habitat for terrestrial and aquatic species, or to restore areas to a natural state.

The right candidate will be able to:

  • Act as a District Engineer overseeing public improvement construction projects associated with facilities under the jurisdiction of the DNR.

  • Coordinate between independent contractors and DNR staff regarding project scope, inspections, construction contract execution, change orders, and pay requests.

  • Inspect the contracted work to ensure compliance of approved plans and specifications.

  • Meet with DNR engineering design team and operating bureau staff to plan for facilities design, construction and/or rehabilitation, developing design and construction options, and construction surveys.

  • Prepare project design documents, direct and participate in the design, construction, maintenance, and operation of new and existing facilities.

  • Conduct civil, mechanical, electrical and structural analysis of building components, structures, assemblies and equipment.

  • Verify proper utilization of all components, including the application of the design principles and sound architectural/engineering practices, as well as utilization of related knowledge and principles.

  • Maintain professional license as required by State Board of Engineering Examiners, participate in ongoing professional development, and stay current with federal, state and local codes and laws as they relate to the construction industry and as they specifically apply to the state.

Essential Functions

Who we are looking for:

  • Someone knowledgeable in the principles and practices of building, design, and engineering of state building codes, rules, and regulations, capable of providing inspection and construction observation of department capital projects

  • Capable of fulfilling the requirements of the Engineer of Record for design and construction phases of a project

  • Demonstrates initiative, with a customer service focus and high standards of ethical conduct with the ability to communicate effectively verbally and in writing

  • Ability to prepare complete engineering plans and specifications for complex and advanced building facilities in the capacity of a professional engineer

  • Coordination of construction contractor relations including overseeing change orders and payment requests

  • Knowledge of estimating and scheduling using computers and specialized software

  • Read, interpret, and accurately obtain necessary information from engineering related source documents/data to document proposals, search for precedents, and seek out alternative procedures for architectural problems or projects

Ability to develop and foster teamwork while planning and participating in the work of subordinate professional and technical assistants under minimal supervision and with regular attendance

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). 097Civil Engineering

6 months’ experience, 12 semester hours, or a combination of both in one or more of the following:

  • Survey crew

  • Construction inspector

  • Professional civil engineer

Must be able to read blueprints, plans, and/or specifications.

OR

223Construction Engineering

6 months’ experience, 12 semester hours, or a combination of both in the professional discipline that deals with the designing, planning, construction, and management of infrastructures such as highways, bridges, airports, railroads, buildings, dams, and utilities.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree in Architecture, Civil, Mechanical, Architectural or a related engineering field, six years of full-time engineering experience in the design/construction of buildings, utilities, earthwork, or related facilities/structures, and possession of a valid Professional Engineer license recognized by the State Board of Engineering Examiners or Certificate of Registration as a Professional Architect by the State Board of Architectural Examiners;

OR

employees withcurrentcontinuous experience in the state executive branch that includes two years of full-time work as a Facilities Engineer 1, and possession of a valid Professional Engineer license recognized by the State Board of Engineering Examiners or Certificate of Registration as a Professional Architect by the State Board of Architectural Examiners.

Additional Qualification Requirements

Within a period of time as determined by the appointing authority, certain employees in this class may be required to obtain a Fire Sprinkler Installer and Maintenance License in accordance with Chapter 100D, Iowa Code.
