The incumbent serves as a State Private Lands Coordinator leading operational Service Partners for Fish and Wildlife (PFW) Program in the two areas of Farm Bill and Habitat Restoration. One position will be filled at Iowa Private Lands Office, Prairie City, Iowa; and one position will be filled at Michigan Private Lands Office, East Lansing, Michigan.

Responsibilities

Duties of the position include, but are not limited to, the following:

  • Assists Regional Office staff in determining Regional policy, goals and objectives for the Partners for Fish and Wildlife program.
  • Evaluates effectiveness of state-wide land initiatives. Reviews accomplishments and projects of all stations in the state responsible for private lands activities.
  • Provides guidance and expertise to all Service offices (e.g. Fisheries, Ecological Services, Refuges, Law Enforcement) with the state concerning private land issues.
  • Works with national and local conservation organizations to develop partnerships that leverage Service resources for habitat work.
  • Serves as the Service's primary representative to the state offices of the Natural Resources Conservation Service and Farm Service Agency.
  • Works to develop a highly professional and culturally diverse workforce. Recruits, develops, trains, and supports all staff assigned to the station and mentors other private lands staff in the state.

BASIC REQUIREMENTS:

All applicants must meet one of the following:

A. Successful completion of a full four year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. * OR* B. An appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

In addition to meeting the Basic Qualifications requirements, applicants must also have the following specialized experience:

For GS-12 Level:

At least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-11) in the Federal service. The experience equipped you with the knowledge, skills and ability to successfully perform the duties of this position. Examples of specialized experience include: Providing technical assistance to state and other Federal agencies that administer Farm Bill and related agricultural programs; Proposing, designing, and conducting habitat improvement projects on private or refuge lands; Providing technical and habitat restoration assistance to local, state and Federal cooperators in the restoration and protection of habitats utilized by Federal Trust resources on privately owned lands and in watersheds of National Wildlife Refuge System lands.

For GS-13 Level:

At least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-12) in the Federal service. The experience equipped you with the knowledge, skills and ability to successfully perform the duties of this position. Examples of specialized experience include: Providing leadership for the design and implementation of a comprehensive habitat restoration and technical assistance private lands program; Prepares management plans adequate to ensure preservation, protection, and enhancement of fish and wildlife habitat on project sites; Developing and negotiating cooperative agreements or memoranda of understanding with various government and non-governmental agencies and organizations to provide funds and services for habitat restoration, biological monitoring and investigations. Providing assistance in carrying out programs to further good relations with local, state and other Federal agencies, non-governmental organizations, and local communities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12/13. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12/13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures: Current appointees: Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.

  • Must have been hired under competitive examining procedures to a time limited appointment with a land management agency.

Public Land Corps (PLC) Hiring Authority: Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service. (1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria: (a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC; (b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status; (c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and (d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
