Summary:

The Facebook IDC Sourcing team is seeking a seasoned Sourcing Manager to drive Network Services Sourcing for our extensive global network of Point-of-Presence (“POP”) data centers. This role spans all aspects of POP operations, including but not limited to server rack-and-stack, fiber optic characterization and deployments, logistics, server repair and maintenance, server decommissioning, and data eradication. This role requires development and execution of complex sourcing strategies, contract negotiations, and cost management.This person will manage commercial relationships for our critical services in support of Facebook POP locations Globally (all time zones). This Sourcing Manager will also operate across all levels of the organization, partnering with various internal teams and stakeholders to ensure the smooth and efficient operation of our POPs and optical transport network. In this role, you will be responsible for the end-to-end sourcing of services in support of our critical infrastructure and ensuring strategic alignment with Facebook’s operational direction and growth objectives. This position requires a strong technical acumen, proven accomplishments with cross-functional teamwork and superior negotiation skills.As such, we are seeking someone with excellent communication and leadership skills to own this space and act as the primary interface for all global vendors, suppliers within their assigned categories.

Required Skills:

  1. Analyze the overall supply chain and existing supplier relationships to identify risk and drive resolution to systemic supply chain issues affecting services delivery, quality, risk, operations, cost, etc.

  2. Partner with internal stakeholders to develop and implement strategic sourcing strategies in support of the long-range plans.

  3. Own the interface to and lead engagement with suppliers and cross functional partners for all RFX activities.

  4. Develop negotiation strategy and approach, acceptable terms and conditions and lead the Facebook negotiation through to closure.

  5. Drive continuous supplier improvement in purchase price and total cost, including supply chain performance cost.

  6. Manage the overall supplier relationship, lead and coordinate efforts to drive supplier performance improvement in all areas.

  7. Ensure appropriate levels of strategy, definition and development to the supply chain (physical, financial and information flows) in the areas of design, source, make and deliver have been implemented.

  8. Stakeholder relationship management. Establish and lead the business relationship with key stakeholders while aligning on strategy and top impact initiatives.

  9. Develop, implement and manage key strategic initiatives that enable efficient scaling, optimal supplier performance and cost efficiency.

  10. Analyze spend data, internal requirements and external supply markets to support overall global sourcing strategy for the data centers.

  11. RFx services: Own and lead the supplier interface for all RFI, RFP and RFQ services. Partner with appropriate internal stakeholders. Present RFx results to the evaluation team and drive the closure of a sourcing and purchase decision.

  12. Identify and manage key performance metrics that enable optimal internal SLA performance.

  13. Develop and lead and Business Reviews for key suppliers. Maintain good working relationships with suppliers.

  14. Identify, qualify and formalize which suppliers should be on a preferred supplier list. Partner with internal stakeholders to ensure alignment.

  15. Lead measuring supplier performance, root causing issues, and driving improved performance. Own all aspects of supplier performance (cost, quality and delivery).

  16. Project manage deals through the various stages of approval and sign-off procedures.

  17. Willing to travel domestically and internationally as needed.

Minimum Qualifications:

  1. BA/BS or equivalent with at least 8 years of Technical Data Center Operations of critical service sourcing experience.

  2. At least 5 years of Sourcing Management or Supply Chain Management experience in related Critical services.

  3. Experience in negotiating cost, managing vendor performance against contract and driving supplier quality improvements.

  4. Experience in influencing stakeholders and business partners.

  5. Experience in improving supply chain and supplier performance including the use of cost models and objective based performance measures.

  6. Knowledge of data centers operations, POPs operate in relation to core data centers, knowledge of CDNs and fiber optics.

  7. Knowledge of purchasing, negotiating and end-to-end supplier management.

Preferred Qualifications:

  1. Experience managing service vendors in a mission critical environment

  2. Experience with Hyperscale Data Center deployment

  3. Business knowledge of technical facility operations, infrastructure as a service, and/or data centers

  4. Experience in networking, cloud industry or related field
