The Iowa Department of Public Health, Policy and Workforce Services Bureau is looking to fill a Public Health Information Specialist position (Information Specialist 3) to assist the state.
This position will support the Department’s marketing and communications activities through the direction and development of IDPH statewide marketing and advertising efforts, including the associated contract management processes; develop the annual marketing and advertising plan and chair the department’s Marketing Advisory Committee.
The successful candidate selected for this position will:
Under the general supervision of the Policy and Workforce Services Bureau Chief, perform non-supervisory program management work in the development and directing of all statewide marketing, advertising efforts, including the associated contract management processes for the Department.
Lead internal processes and procedures for staff use of advertising contracts and provide signatory oversight. Serve as managing liaison between vendors and the Department and maintain contact with businesses through written and oral communication.
Oversee and conduct competitive RFP selection process and annual contract renewals. Draft RFP language, applying competitive selection rules and guidelines. Select and provide guidance to review team on evaluation process, compile results and draft contracts.
Guide and conduct contract amendment process and negotiations with vendor throughout the contract year.
Manage various program budgets for advertising and provide guidance to claims coordinator.
Provide direction and feedback on marketing plans, creative development and placement options with advertising vendor and program staff.
Review vendor's performance measures, annual and/or monthly reports and impressions data. Analyze gaps in the marketing vendor contracts and processes and provide recommendations for improving advertising services to the Department.
Provide monthly activity reports to the Deputy Director, Communications Director and Division Directors as appropriate. Develop an annual report for executive management, including total budget, placement methodology, target audiences, timelines, vendors used, cost per division and comparisons to previous year's activities and budget.
Develop the marketing program's annual plan for marketing and advertising of the Department. Evaluate marketing activities through metrics data, collected feedback, vendor reports; process review and cost effectiveness. Identify objectives, timelines, potential partners and budget allocation.
Chair the Department’s Marketing Advisory Committee. Initiate development of objectives, goals and project plans, provides Department communication updates to committee members, plan agenda, invites speakers and facilitates discussion between members.
Creates, monitors, analyses and manages the social media content, strategies and efforts of the department. Determines distribution and placement strategies, plans social media tactics and directs associated promotions. Conducts presentation trainings and coordinates campaign research and evaluation and recommends improvements for future initiatives. Lead strategy development for promotional communication goals and ensures alignment with Department mission and vision.
Writes, designs, edits or directs the preparation of electronic graphic and printed informational materials. Creates graphic design and copy for social media and other digital products. Can create and provide editorial support to draft products to assure quality and alignment with department brand standards for items to include but not limited to; program guides, one-pagers, toolkits, reports, public service announcements, newsletters, presentations, webinars and other materials.
Act as the secondary public information officer for the Department’s media contacts, social media use and other communication duties. Serves as secondary communications resource for local public health agencies and other local contractors. Participate on the Department’s communication team. Provide input on Department’s publications and branding standards.
Perform other duties as assigned including assignments made in an emergency or disaster.
Function and communicate in a professional and courteous manner at all times with staff, internal and external customers and partners.

12 semester hours of coursework involving: journalism, public relations, graphics, or communicative arts or 6 months’ experience including: writing, editing, layout, design and publishing of printed materials plus responsibility for disseminating information about the activities of an organization through newspapers, radio, television, periodicals, pamphlets, brochures, and other media. Experience could also involve responsibility for advising management on the public relations implications of management decisions or serving as spokesperson for the organization to media representatives.

621 Service and Performance Contract Negotiations and Management
6 months’ experience, 12 semester hours, or a combination. Differs from labor contract negotiation. These are contracts with various vendors or other service providers and the applicant must have demonstrated experience and/or education that allowed them to review performance and service delivery and know what to do and be able to act when performance does not meet expectations. Includes: drafting or developing contracts for provision of products and/or services and the related budget components; negotiating the terms of contracts to include: costs, timeframes and performances expectations and/or work products; monitoring and managing all aspects of the contracts: to include timely submission of financial reports, performance reports, work products and determining when appropriate benchmarks for payment of invoices are met. Specific educational courses that relate to the selective might include: contract management, business law, principles of economics, business management and similar courses.

6 months' experience, 12 semester hours, or a combination of both in marketing. Candidates must demonstrate knowledge of the general methods, principles and practices of marketing, including professional-level experience in an area or in areas of marketing, e.g., promotions, public relations, event planning, advertising or other marketing-related discipline.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in journalism, public relations, graphic design, or communications and experience equal to four years of full-time work planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking.
2) All of the following (a and b):
a. Four years of full-time work experience in planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in journalism, public relations, graphic design, or communications equals one year of fulltime experience.
3) Number two above, where twenty-four semester hours of postgraduate coursework in journalism, public relations, graphic design, or communications from an accredited college or university may substitute for one year of the required full-time work experience.
4) Current, continuous experience in the state executive branch that includes experience equal to 18 months of full-time work as an Information Specialist 2.
