Job Description

The Iowa Department of Human Services (DHS) is the largest agency in the Iowa Executive Branch. DHS operates approximately a $7 billion dollar budget and provides services to more than 1 million Iowans. DHS is comprised of several divisions, which provide critical services to nearly 1 in 4 Iowans. Services include Iowa Medicaid, food assistance, adult and child protective services, community-based mental health and disability services, mental health institutes and facilities that serve individuals with intellectual and developmental disabilities.

The Mental Health and Disability Services (MHDS) Division, Community Services and Planning Bureau is responsible for the guidance, oversight and quality assurance of the regional administration and management of MHDS. 14 MHDS Regions (regions), have a total operating budget of over $115 million. These local dollars fund services for approximately 35,000 individuals. MHDS Regions collaborate with DHS to identify and address service gaps, foster innovative solutions, grow evidence-based practices, and improve access to services and supports for all Iowans.

The Community MHDS Division is currently seeking executive level support for the regional administration and management of MHDS. This position is one of two positions primarily charged with the evaluation of the services managed by the regions, assuring compliance with Iowa Code and Administrative Rules, and the preparation and presentation of reports and materials used by regions, DHS leadership, MHDS Commission, the legislature, and the public. The individual in this position produces complex policy analysis that will inform decision making and makes recommendations to DHS leadership on legislation, regional fiscal data and outcomes, and state-wide MHDS programs and services. This position communicates directly with the County Supervisors, Regional Chief Executive Officers, Regional Governing Boards, Legislators, and others in carrying out these duties.

The successful candidate must be passionate about community service provision, self-driven with the ability to break down complex or large scale initiatives into incremental steps, able to manage projects to successful completion and display both strong written and verbal communication skills. The ability to work with others to build, foster, and maintain partnerships while maintaining strong boundaries and navigating crucial conversations is a must. The incumbent will be an independent contributor to the overall mission of DHS and the Community MHDS team.

6 months’ experience in providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment institutions. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.

AND

546 Intellectual Disability and Developmental Disabilities

6 months’ experience in an intellectual disability and developmental disabilities environment in order to identify measure and outcome indicators for ID/DD services and work with management to improve operational plans for clients [this was written for a position at the Woodward Resource Center in April 2003] - competencies gained from such experience would include the ability to design processes for the review of data, make decisions based on data and on trends and regulations in providing services and support to people with ID and DD; knowledge of types of and trends in services to support people with ID and DD; and knowledge of applicable rules and regulations that govern the operation of services provided to persons with ID and DD.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

2) All of the following (a, b, and c):

a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and

b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

3) Graduation from an accredited school of law.

4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
