Distinguishing Features of the Class

Directs, manages, plans and supervises park/recreation maintenance, customer service and aquatic facility operations. Schedules and supervises the maintenance and repair of park/recreation areas and related facilities. Hires, trains and supervises full-time and seasonal employees in assigned areas. Serves as the point-of-contact between the Neighborhood Associations and the public in assigned area; performs directly related work as required. Manages park customer use programs and performs directly related work as required.

Acceptable Experience and Training

  • Graduation from an accredited college or university with a Bachelor’s Degree in Leisure Studies, Parks and Recreation Administration or a related field; and

  • Considerable experience in facility maintenance and aquatic operations, including knowledge in aquatic facility operations and playground safety; or

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen;

  • Possession of a valid Iowa driver’s license or evidence of equivalent mobility;

  • Ability to obtain Certified Pool Operator’s License within 1 year;

  • Ability to obtain Certified Playground Inspector Certificate within 1 year.

Examples of Essential Work (Illustrative Only)

  • Directs, supervises, trains and evaluates park/recreation facility maintenance operations and the work of park/recreation personnel involved in park/recreation maintenance, repair activities, shelter rentals, special event support, facility management, and customer service delivery;

  • Inspects park/recreation areas and related facilities to identify maintenance, cleanliness and repair needs and assigns subsequent duties to the appropriate personnel, inspecting all projects upon completion;

  • Directs, supervises, trains and evaluates aquatic facility operations and the work of aquatic personnel involved in swimming pool maintenance, program activities and operations of facilities.

  • Supervises the bi-annual process of winterizing and spring start-up activities for pool, sport complexes and other related facilities;

  • Inspects and supervises repairs as necessary on plumbing systems, playground equipment, picnic equipment, pools equipment, water fountains, restrooms, pool decks, sports complexes, fences, rental shelters and related buildings and equipment;

  • Maintains thorough and accurate records on inventories needed for maintenance and repair activities and orders all parts as necessary;

  • Directs, plans, organizes, markets and implements the delivery of aquatic programs;

  • Inspects public use facilities for safety features and assigns immediate repairs to remedy any unsafe area;

  • Prepares and submits budgets, controls expenditures, and performs other financial monitoring/accounting as required;

  • Supervises, plans, organizes, coordinates, implements, and evaluates recreation programs within assigned areas;

  • Supervise and manage the collection of fees for activities as necessary, maintains thorough and accurate records of participants and related materials;

  • Develops, plans, manages and implements contractual agreements with organizations and citizens, and ensures compliance of same;

  • Promotes and ensures an environment of employee safety by explaining all safety precautions and monitoring for their use;

  • Oversees the care and maintenance of all divisional vehicles, tools and related equipment;

  • Prepares reports and/or completes special projects for the Parks and Recreation Services Manager as requested;

  • Makes recommendations as to policy and procedure changes to enhance efficient and effective operations;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;

  • Responds to citizens’ questions and comments in a courteous and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Performs other directly related duties consistent with the role and function of the classification.
