Job Description

The Department of Administrative Services, Human Resources Enterprise (DAS/HRE) located at 1305 E. Walnut in Des Moines, IA is seeking candidates for the position of Human Resources Associate (HRA). The HRA provides human resources services to multiple state agency/departments and serves as a liaison for the agency with DAS concerning human resources programs. Provide HRA functions in the areas of personnel, payroll, and benefits enrollment/updates.

Develop and process vacancy announcements on the applicant tracking system. Ensure that hiring steps are followed. Conduct new hire orientation; assist employees in completion of forms and enrollments; ensure all documentation is completed by deadlines; ensure required policies are reviewed and policy sign-off sheets are completed. Assist with acquisition of temporary employees; complete paperwork; liaison with provider in acquisition and payroll matters.

Process personnel action documents in HRIS to include: reinstatement/reemployment; contract and noncontract hiring documents; employee deduction and benefit changes; pay changes; promotions; demotions; reclassifications. Serve as approval level for employee time sheet; answer payroll questions for employees and supervisors; assist or instruct employees with the payroll system; ensure all payroll entries are made in a timely manner; verify preliminary and final payroll.

Assist employees with benefit changes and entry in IowaBenefits; work with DAS-HRE units in health/dental/life insurance, flexible spending, deferred compensation, One Gift enrollment and changes; inform employees of updates to benefit programs and provide them with information and assistance during the annual enrollment and change period. Works with employee on FMLA needs and processing for third party vendor, Reed Group; assist employees and supervisors with FMLA tracking; answer questions. Enter and track workers compensation injuries; compute payment and timekeeping. Track, log and post OSHA reportable injuries/illnesses and complete monthly insurance billing.

Maintain personnel, medical, and hiring files for each employee; control access to the files. Provide documents from personnel files, transfer files, and payroll records to Supervisors upon request. Provide managers and supervisors with necessary information, such as leave balances, salary review dates, leave without pay expiration dates, and FMLA status. Work as a team to assist with other agencies as needed.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Four years of full-time work experience in administrative support, at least two years of which were in a human-resources-related program area.

2) All of the following (a, b, and c):

a. One year of full-time work experience in administrative support in a human-resources-related program area; and

b. A total of one year of education and/or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

c. A total of two years of education and/or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

3) Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Human Resources Technical Assistant, Human Resources Technical Specialist, Secretary (any level), or Administrative Assistant (any level).
