Supplemental Questions

Administers the Design and Construction Division of the Engineering Department; performs directly related work as required. May act for the City Engineer in his/her absence and may serve as Project Manager on special assignments. Supervision is exercised over the work of all employees in the Design and Construction Division.

Acceptable Experience and Training:

  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or a closely related field; AND

  • Extensive experience in professional civil engineering and/or Public Works administration; AND

  • License as a Professional Engineer at time of application; State of Iowa Professional Engineer license must be attained within 6 months of hire.

Required Special Qualifications:

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen;

  • Possession of a valid Iowa driver's license or evidence of equivalent mobility.

The City of Des Moines' Residency Requirement is in effect for this position. Applicant must be a resident of the City of Des Moines within seven (7) months of appointment date and maintain residency within the City of Des Moines while employed in this position.

Examples of Essential Work (Illustrative Only):

  • Plans, organizes, directs and reviews the work of the City's Capital Improvement Program;

  • Administers consulting engineering agreements and contracts;

  • Prepares budget information for Capital Improvement Projects;

  • Prepares Roll Calls, Council Information letters, fact sheets and maps for City Council meetings;

  • Makes decisions and recommendations concerning the design, scheduling and construction of a wide variety of public improvements including streets, sewers, buildings, and park facilities;

  • Reviews and makes recommendations and decisions on detailed design plans, estimates, and specification prior to bidding;

  • Prepares Requests for Proposals and negotiates with consulting engineers;

  • Conducts and attends bid openings and reviews bid documents for completeness and compliance;

  • Makes recommendations and decisions on computer systems including CAD, workstations and software, Geographic Information System (GIS), department data bases, work processing and general office software;

  • Administers professional service contracts in conjunction with City Capital Improvement projects;

  • Makes recommendations and decisions concerning construction management and construction inspection and testing, and final acceptance of work;

  • Plans and prioritizes new construction projects;

  • Prepares technical reports concerning City Capital Improvement projects;

  • Reviews the design of new construction projects;

  • Resolves work grievance and completes conflict resolution as necessary;

  • Reviews and provides administrative approval of requisitions for purchase of equipment or services;

  • Prepares and submits status reports;

  • Performs special projects for the City Engineer as requested;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;

  • Responds to inquiries form citizens, City Manager's Office, and City Council members in a courteous, competent and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Performs other directly related duties consistent with the role and function of the classification.
