Distinguishing Features of the Class

Supervises and manages construction project and special inspections for the City; performs directly related work as required.

Acceptable Experience and Training

  • Graduation from an accredited college, university or technical college with an Associate's Degree in building or construction sciences or a Bachelor's Degree in Civil Engineering or Construction Management; and

  • Considerable experience in construction inspection or a related field; or

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen;

  • Possession of a valid Iowa driver's license or evidence of equivalent mobility.

Out of State license holders must submit their driving record prior to the close of the posting period.

Examples of Essential Work (Illustrative Only)

  • Supervises and manages the work of inspectors and technicians on City improvement and construction projects;

  • Organizes and plans assignment of inspectors on daily and weekly basis;

  • Oversees work to ensure completion of duties in alignment with prescribed objectives and guidelines involving inspection and testing processes;

  • Provides technical guidance in inspection and testing activities;

  • Investigates complaints from the public and performs conflict resolutions as necessary;

  • Ensures adherence to all safety principles and guidelines;

  • Performs record keeping including time sheets and work schedules;

  • Supervises the materials and soils testing laboratory;

  • Performs final inspections of projects with project engineer;

  • Plans and organizes work during winter non-construction season;

  • Investigates and responds to citizen complaints;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

  • Identifies, investigates and implements programs and procedures to increase and maximize staff capability and efficiency

  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;

  • Responds to citizens' questions and comments in a courteous and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Performs other directly related duties consistent with the role and function of the classification.
