Job Description

This is a non-merit position with Iowa Department of Commerce Insurance Division. Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements will be placed on the eligible list.

The Iowa Insurance Division is now recruiting for a highly motivated Iowa licensed attorney interested in serving and protecting Iowa consumers through the prosecution of regulatory statutes and administrative rule violations. This Compliance Officer 2 position in the Iowa Insurance Division's Enforcement Bureau serves under the working title of "Compliance Attorney.''

This position will serve the prosecutorial function for the Insurance Commissioner in administrative law enforcement of the Unauthorized Insurers Law, Iowa Code Chapter 507A, the Insurance Trade Practices Act, Iowa Code Chapter 507B, the Iowa Insurance Producers Law, Iowa Code Chapter 522B, the Uniform Securities Act, Iowa Code Chapter 502, the Cemetery and Funeral Merchandise Law, Iowa Code Chapter 523A, and other statutes under the administration of the Insurance Commissioner.

Responsibilities include planning, organizing, conducting, and coordinating thorough and complete administrative law prosecutions concerning unfair and deceptive acts and practices including fraudulent, coercive, or dishonest sales practices in addition to instances of unfair claims settlement practices. Prosecution methods, techniques, and procedures will be adapted to specific situations including evidence/information gathered by the investigative teams. Prosecution of regulated individuals and entities for violations of both insurance and securities regulations occur in regulatory hearings before the Iowa Insurance Division's hearing officer or before an Administrative Law Judge. As part of regular duties, this position also interacts with the police officers in the Iowa Insurance Division's Fraud Bureau in addition to other federal, state, and local law enforcement in the furtherance of consumer protection initiatives.

Active participation in regulatory organizations such as the National Association of Insurance Commissioners and the North American Securities Administrators Association will allow for a broader impact nationally. Duties also include aiding leadership at the Iowa Insurance Division in the preparation of legal memoranda, legislation, and administrative regulations. 354 Law Degree

Possession of a law degree from an accredited institution.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university and experience equal to five years of full-time responsible investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations;


graduation from an accredited school of nursing and experience equal to five years of full-time work involving the interpretation and enforcement of federal and state laws governing health care administration or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements;


graduation from an accredited school of law and experience equal to two years of full-time work in the practice of law or in performing the above qualifying work;


any equivalent combination of qualifying education and experience totaling nine years on the basis that 30 semester hours of college or university course work is equal to one year of experience;


employees with current continuous experience in the state executive branch that includes experience equal to 18 months of full-time work as a Compliance Officer 1.
