Procurement Technician( Purchase Card Program Coordinator) / PD# 23035-A

  • The Procurement Technician serves as PCPC and Dispute Officer, and provides management with reports and analysis of the ongoing operation and outcome of the program.
  • The Procurement Technician performs a series of analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program.
  • Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of the Purchase Card Program or operations in meeting established goals and objectives.
  • Analyzes program performance data to identify problem areas and impact, and prevent fraud and abuse. Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits etc. that are not resolved, with the vendor, within the required working days of receipt of the statement and assisting or interceding when the dispute cannot be resolved in the normal method using the government cardholder dispute form; this involves contacting the Bank Card Service and/or vendors for billing/credit information, matching invoices to the Integrated Funds Distribution Control Point Activity, Accounting and Procurement (IFCAP) receipts, and performing follow-ups on delinquent actions.
  • Serves as Education Liaison for the Purchase Card Program.
  • Conducts formal training for program participants and management officials on various aspects of the program, including detailed purchase card training on IFCAP package.

CONDITIONS OF EMPLOYMENT: You must be a US citizen to apply for this job. Subject to a background/suitability investigation. Selective Service Registration is required for males born after 12/31/1959. This position requires filing a Financial Disclosure report.

PHYSICAL REQUIREMENTS: The work may require some physical effort such as standing, walking, bending or sitting. There are no special physical demands.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-in-grade: Applicants must also meet time-in-grade requirements. For a GS-07 position, you must have served 52 weeks at the GS-06 level. AND Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: * Possess in-depth knowledge of the rules and regulations of the Government-wide Purchase Card Program to include Department of VA and Federal Acquisition Regulations (FAR) and financial regulations pertaining to purchase card procurement actions and the use of appropriate accounting data * Prepares and conducts audits, and takes action on items within the incumbent's recommendations to management regarding possible action for non-compliant cardholders and approving officials; * Identifies appropriate fund control points, budget object codes, and cost centers through auditing, knowledge of accounting principles and appropriation data; * Conducts formal training for program participants and management officials on various aspects of the program including detailed purchase card training on the IFCAP package; * Possess thorough knowledge of the IFCAP program for the proper use of the software, compiling data, and as a training tool for the Purchase Card Program. There is no educational substitution for the GS-07 level.
