The following position is to join our RTX Corporate, Enterprise Services, Research Center or BBN team:

In this role, the Associate Director of HR Operations will be responsible for operational E2E leadership of our Enterprise RTX Verification of Citizenship, Form I-9 and Immigration Operations functions across RTX. In this role, will partner closely with our HR Compliance COE and Enterprise Global Trade COE to develop manage and oversee operations in support of ITAR, EAR, and various HR compliance regulations.

Primary Responsibilities:

  • Oversight of HR Compliance Operations functions related to Verification of Citizenship, Form I-9 and immigration within our People Services team.

  • Partner with Global Trade, Global Security, and HR Compliance to operationalize various regulatory requirements across RTX to include but not limited to USCIS, Title VII, International Traffic Arms Regulations (ITAR), Export Administration Regulations(EAR), etc.

  • Drive cross-functional collaboration between teams (Global Trade, Legal, Talent Acquisition, Global Security, HR Compliance) to ensure compliant processes are developed and operationalized

  • Partner closely with Onboarding, Crossboarding and Offboarding process owners to implement processes to ensure compliance.

  • Work with Legal, HR, global mobility operations to support standardized RTX immigration processes

  • Partner with Global Trade to keep update to date on all ITAR and EAR regulations that impact hiring and movement within the organization.

  • Develop, implement and successfully meet KPIs and SLAs by providing operational rigor to processes. Harmonization and implementation of processes will be key to success

  • Assess the training needs and create development plans for individual team members and ensure the team is performing to KPI’s and goals.

  • Use data analytic techniques to pro-actively catch operation escapes, turn backs.

  • Minimal travel as required

    Basic Qualifications:

  • Bachelor’s degree and minimum 12 years prior HR Operations and/or Global Trade experience or an Advanced Degree in a related field and minimum 10 years of experience

  • 5+ years of experience managing highly visible complex/cross functional HR and/or Global Trade Compliance initiatives

  • 3+ years of experience driving operational success in a high volume fast paced HR and/or Global Trade operations

  • 1+ years of experience leading total quality audits to ensure compliance of compliance processes

  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required

    Preferred Qualifications:

  • Advanced data analytics skills to include PowerBI, Tableau, Excel (pivot tables, vLookups.), etc

  • Strong communicator with proven relationship skills and the ability to work with employees at all levels

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
