Become part of an exciting directorate within the Mission Systems Engineering & Technology (E&T) Organization. The Central Engineering Services directorate is seeking exceptional technical talent and proven leadership to deliver service-oriented capabilities, foster a collaborative learning culture and fuel predictable program performance.

The role of the Central Engineering Services function is designed to serve the Mission Systems Strategic Business Unit (SBU) to achieve operational excellence and to cultivate an integrated, learning organization. The primary objective is to provide services & solutions that foster culture, collaboration, and capabilities resulting in distinguished performance and optimization. The Mission Systems E&T - Central Engineering Services directorate encompasses services and solutions across five core pillars:

  • Governance & Integrity

  • Engineering Support

  • Product Development

  • Applications & Infrastructure

  • Government Security Compliance

Role OverviewThe Central Engineering Services organization has a need for an Associate Director, Discipline Chief to define and guide our digital engineering strategies for Mission Systems Engineering & Technology. As engineering techniques and methodologies continue to evolve, this digital engineering lead will help to define the roadmap and mature our DevSecOps CI/CD pipelines, architecture, and model-based engineering capabilities. The Discipline Chief will also serve as the subject-matter expert for the Mission Systems SBU. Candidates will require proven communication and collaboration with cross-functional teams including Engineering, Security Office, Digital Technology and Value Stream Leaders. This leader will serve as the focal across Mission Systems E&T for Digital Engineering strategy and project execution.Primary Responsibilities:

Influence industry Digital Engineering concepts and practices then utilize that knowledge to shape the Mission Systems SBU landscape driving improvements into engineering processes and tools. This role will be the Mission Systems SBU focal for all Digital Engineering related practices, support, consulting and guidance to the domain stakeholders responsible for DevSecOps CI/CD pipeline roadmaps, tools & process definition. This includes ensuring that the complete systems engineering lifecycle is being considered during the planning and concept development phases of these initiatives, and supporting or leading trade studies and other analysis activities.

This role will collaborate with experts across Raytheon Technologies as well as Collins Aerospace Enterprise Engineering. Additionally, this role will be required to have in-depth knowledge of Digital Engineering trends including working with the DoD Enterprise DevSecOps initiative to inform and lead Mission Systems E&T strategies.

QualificationsPreferred Qualifications:

  • Demonstrated ability to work well in a team environment, excellent interpersonal skills and proactive problem-solving abilities.

  • Creativity and alternative thinking to develop new or novel ideas to solve problems.

  • Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions.

  • Must be a self-starter, be able to multitask, and take advantage of opportunities and events to achieve results.

  • Advanced experience with design, requirements capture, development, and integration of complex military systems.

  • Architectural experience with hardened containers and microservices is required. Experience with Kubernetes is preferred.

  • Advanced experience in DevSecOps CI/CD pipelines, software factories, and cyber security tools.

  • Model Based Engineering knowledge and experience, including an understanding of modeling techniques and principles, and the ability to think in abstract terms.

  • Working knowledge of advanced modeling techniques including architectural analysis, design trades, and formal methods analysis.

  • Experience and ability to show understanding of Risk Management Framework (RMF), Assessment and Authorization, Defense Federal Acquisition Regulation Supplement (DFARS) minimum security standards.

  • Experience running multiple complex projects that include teams from multiple locations and countries.

  • Earned value management understanding and familiarity preferred.

  • Exceptional written and verbal communication skills. Ability to communicate complex analysis with clarity and precision.

  • Strong customer and internal stakeholder relationship skills. Ability to work across the organization and various disciplines, including Engineering, Quality and Operations.

  • Ability to influence and engage effectively with all levels of the organization, suppliers and customers.

  • Results-oriented and motivated to provide solutions with measurable benefit to our customer and business.

Basic Qualifications:

  • This position requires a Bachelor’s degree in the appropriate discipline and 12 years of relevant experience or an Advanced degree in the appropriate discipline and 10 years of relevant experience. In the absence of a degree, 16 years of relevant experience is required.

  • Bachelor's degree in STEM related area

  • Must be a U.S. Citizen

  • Must have the ability to obtain a security clearance
